Responsibilities:

Reporting to VP of Finance and Administration, the Assistant Vice President (AVP) of Finance plays a crucial role in overseeing and managing the financial functions within the organization. This leadership position involves collaborating with various departments to ensure accurate financial reporting, strategic financial planning, and compliance with regulatory requirements. The AVP of Finance will contribute to the overall financial health and success of the organization by implementing sound financial practices and driving efficiency, the AVP develops and maintains appropriate financial controls and accountabilities to ensure fiscal integrity and cost-efficient operations.

Essential Duties and Responsibilities:

The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. This high-level position will be responsible for:

  • Financial management of the Client and its instrumentalities including, but not limited to all financial and accounting department personnel;
  • Maintain financial reporting systems for all operations and programs as needed to meet the U.S. Department of Housing and Urban Development (HUD), Client Board of Commissioners, external stakeholders and Client management requirements;
  • Prepare full disclosure governmental enterprise financial statements including statement of net assets, statement of activities, statement of cash flow and notes to financial statements and ensures audit standards are met;
  • Analyze financial data, key performance indicators, and industry trends to provide insights and recommendations for strategic decision-making.
  • Direct the creation and continual update of Standard Operating Procedures (SOP) and policies which will ensure the fiscal integrity of the Authority;
  • Create, monitor and maintain an effective system of internal controls;
  • Directly responsible for financial planning and analysis, budgeting and budget revisions (forecasting).
  • Direct liaison with Development and Construction departments in rehab & new construction projects;
  • Interface and work with the Development department on financing & closing development deals and direct the recording of closing transaction, monitoring financial compliance and reporting all required information accurately and timely to all stakeholders;
  • Responsible for cash management and reporting, and oversees daily treasury functions and administration;
  • Responsible for accurate maintenance and timely reconciliations of Authoritywide and related instrumentalities general ledgers;
  • Manage and lead direct and indirect staff of the finance department;
  • Direct oversight for the finance department’s role in setting up all necessary accounting systems, general ledgers, and entries for new properties and entities created, as well as establishing/updating any required policies and SOPs.
  • Ensures Client and its instrumentalities comply with all financial rules and regulations mandated by funders and stakeholders;
  • Ensure that financial operations are in compliance with all rules, guidelines, regulations and contractual requirements including, but not limited to, payment agreements, reporting requirements and collective bargaining agreements;
  • Responsible for hiring qualified and quality candidates in conjunction with Human Resources for all positions within the positions area of responsibility.
  • Ensure all employee performance evaluations are conducted timely; and
  • Perform additional duties as assigned.

Qualifications:  

  • Preferred but not required - Certified Public Accountant (CPA) credential. 
  • Has acquired the business acumen and leadership experience to become a top function or division head.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. 

Education: 

  • Requires a Bachelor's degree in accounting or finance. 

Travel Requirements:  

This position will involve no travel.
