Responsibilities:

  • Directs the strategic and operating plans to deliver the on time, on budget and within specifications execution of New Business, Replacement, including the Company’s accelerated pipe replacement programs, and Corporate Engineering construction work of the Company’s piping system utilizing external/internal resources including the matching of short-term and long-term units/spend with qualified construction resources
  • Directs the negotiation, authorization, and tracking/reporting of contractor compensation for the completion of targeted units for construction plans/programs and specific projects
  • Directs alliance and/or company-contractor relationships including the implementation of the Alliance or Business Partner Plan, Structure, and Issue Resolution System
  • Responsible for liaison with others for the completion of all internal processes required to plan a construction project prior to releasing for construction – includes work generated by others
  • Responsible for liaison with external customer communication/service planning and execution and implements plans for providing safe, reliable and timely service to the Company’s customers
  • Maintains corporate safety goals as measured through Level I and II goals
  • Provides strategic partnership for the development and implementation of the Quality Management Program, compliance with DOT regulations as well as state/local jurisdictional regulations
  • Manages new and existing customer work scheduling, customer satisfaction target, and spend target within New Business profitability and Replacement including the Company’s accelerated pipe replacement programs spend targets
  • Responsible for executing business process improvements to improve costs through productivity/efficiency gains, internally as well as with contractors. Collaborates with Business Unit to review and evaluate the effectiveness of existing programs, guidelines, systems and services within the department
  • Serves as the Office Commander for the Company's 24/7 emergency Incident Command System process.
  • Supports development and testimony of corporate regulatory construction/operations programs e.g., accelerated replacement programs (ARP) development of new programs, and regulatory data requests.
  • Writes testimony and perform as the witness for construction program development (ARP) and rate cases as needed.
  • Draft and approve Data Requests generated by the Commission and any Interveners.
  • Responsible to interact with Commission Inspectors, PHMSA Inspectors and DOT Compliance auditors to ensure compliance with all Federal, State, Local and Company regulations and provide corrective actions when applicable.

Required Qualifications:  

  • The client is in the Energy and Gas industry.
  • The successful candidate must undergo a pre-employment background check and drug/alcohol screen.
  • 10+ Years relevant work experience in construction operations, in which a minimum of 3 years of supervisory experience is required
  • Experience managing external labor (contracting/outsourcing) required
  • Excellent leadership skills required along with extensive experience with contract management and working knowledge of federal, state and local underground construction and regulations of natural gas systems e.g., DOT CFR 49 Part 192
  • Valid driver’s license, current auto insurance, and dependable transportation is required.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. 

Education:

  • Bachelor's Degree in Engineering, Construction Management/Administration, Business or other related technical field or documented equivalent experience is required.

Skills and Abilities:

  • Ability to identify the need for and to proficiently operate a variety of computer software to research, retrieve and share business information and data to support department objectives
  • Strong organizational and leadership skills to quickly and effectively redirect resources to meet ever changing business needs
  • Ability to participate in quick valid decisions based on limited data to resolve natural gas emergencies
  • Ability to successfully negotiate business agreements and to resolve disputes with business partners
  • Ability to conceptualize and analyze multiple scenarios in solving broadly defined business problems
  • Ability to effectively communicate complex messages to diverse audiences at all organization levels
  • Ability to successfully influence/persuade to achieve desired business outcomes
