Responsibilities:

The Chief Process Officer is responsible for continuous improvement of all processes that impact Workforce Solutions Alamo. The essential functions of this position should not be interpreted as all-inclusive. The CPO may be required to perform or assume additional job-related responsibilities other than those stated in this job description. Primary responsibilities are:

  • Be a cross-functional facilitator of improvement that benefits the Stakeholder Values of the organization. This person is often ‘first among equals’ of the people that report to the CEO.
  • Defines the strategy, policies, rules, guidelines and controls of process development and re-engineering.
  • Facilitate the introduction of process modeling and documentation technology.
  • Works with designated resources to implement Organizational Change Management (OCM) methods including education, training, and communications.
  • Coordinate the method and technology of using process automation solutions with the Information Technology group within the organization.
  • Facilitates the assessment of opportunities for improvement.
  • Prepare and report new potential project information to the CEO. The information includes analysis of new opportunities, recommendations for prioritization and any impact on the status of projects already in progress.
  • Facilitate all projects authorized by the organization. This includes the creation of specific, cross-functional teams for each project including contract organizations and, in some cases, strategic stakeholders.
  • Report progress as required. Progress reports may also include recommendations for modification of the project scope or removal of impediments to a successful conclusion of a project; and,
  • Upon completion of a project, provide reports to ‘close the loops’ with various stakeholders in the initiative.

To perform this job successfully, an individual must be possessing the following:

  • Inter-personal/Communication
    • Superior reading, writing, and speaking in English is required.
    • Ability to respond effectively to common inquiries or complaints from customers, regulatory agencies, or members of the community.
    • Ability to compose speeches, polices, procedures, grants, articles for publication that conforms to prescribed style and format.
    • Ability to effectively present information to top management, agencies, business, partners, public groups and /or board of directors.
    • Proven leadership skills and ability to work independently and as a term member.
    • Skill in using tact, discretion, initiative, independent judgment, and ability to maintain a high level of confidentiality.
  • Administrative
    • Proven abilities in project management, problem solving and critical thinking.
    • Ability to read, analyze, and interpret federal, state, and local rules and regulations, financial reports, and legal documents.
    • Ability to oversee and direct key projects, processes, and performance reports, data and analysis.
    • Ability to supervise assigned staff and hold staff accountable to the performance of their duties and compliance with agency policies.
    • Ability to oversee and coordinate assignments delegated by the CEO to ensure timely and competent completion.
  • Effectiveness in this role will depend on your ability to
    • Able to facilitate the Stakeholder Value Assessment process.
    • Able to model all types of processes based on Value Stream analysis priorities derived from the Stakeholder Value Analysis output.
    • Understand, and have experience with, integrated resource management.
    • Familiar with Organizational Change Management requirements.
    • Working knowledge of how technology supports improved business and operational processes, the reduction of employee stress points, the management of risk factors and management reporting.
    • Familiar with, and facilitate the plans for, all types of Disaster Recovery Plans.
    • Ensure that the process review methods for the organization are documented, evaluated, and signed off at all levels of the organization.
Other Qualifications:
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. 
  • Will require occasional in-region and out-of-region travel; Must have proof of valid driver’s license and current auto insurance; must provide own transportation when on company business.

Education: 

  • Master’s or bachelor’s degree from an accredited college or university in Economics, Public Administration, Business, or a related field is required. A minimum of 12 years progressive management experience in workforce development programs at Board level, Administrative Entity, or state level, providing similar services. Organizational Change Management is a plus.
