Responsibilities:

  • Assist in procurement review and approval.
  • Assist external auditor in 990 preparation.
  • Prepare complex audit schedules (SEFA/SESA) included but not limited.
  • Prepares the cost allocation plan for the organization.
  • Responsible for the Cash Management of the organization.
  • Point of contact on all Contracts and subrecipients’ budget and reporting.
  • Responsible for closing grants and contracts with subrecipients.
  • Responsible for the annual audit.
  • Oversight of reconciling all balance sheet accounts and monthly close.
  • Reviews expenditures to ensure budget limits are not exceeded, functions as a consultant on budget matters to agency.
  • Works closely and harmoniously with other department personnel and outside agencies.
  • Responsible for oversight of external financial subrecipient monitoring.
  • Assist in annual budget.
  • Plans, assigns, and supervises the work of the Fiscal staff.
  • Makes appropriate staff assignments and assures deadlines and quality outcomes are met.
  • Provides experiences to promote opportunities for career progression within the department.
  • Prepares annual training plan for fiscal staff.
  • Conduct bi-weekly coaching of fiscal.
  • The Controller plans, assigns, and may supervises the work of others and monitors and evaluates job performance in accordance with agency expectations.
Qualifications:

  • The selected candidate will expect to attain the appropriate certification provided by the state of Texas on the Statewide Procurement Division.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. 
  • Will require occasional in-region and out-of-region travel.
  • Must have proof of valid driver’s license and current auto insurance.
  • Must provide own transportation when on company business.

Desired Skills:

  • Knowledge of Quasi-government agencies, budget controls methods, policies and procedures, and federal, state, and local laws and regulation pertain to financial operations of the agency.
  • Knowledge of GAAP required, and Uniform Guidance, TWC FMGC, and procurement supplement.
  • Knowledge and experience with government and non-profit accounting required.
  • Demonstrable ability to supervise staff, plan and coordinate financial programs, complex accounting operations, to interpret laws and regulations, and apply advanced accounting theory.
  • Advance knowledge in Office products, and Excel.
  • Knowledge of Abila MIP or Sage Intaact, Microix, Cabinet, or other fund accounting software.
  • Strong interpersonal and communication skills in writing, editing, speaking, and listening. Proficiency in reading, writing, and speaking English is required.
  • Ability to multi-task, to work under pressure, and to meet challenging deadlines is required.
Education: 
  • Bachelor’s degree from an accredited college or university with an emphasis in accounting, finance, or business administration. 
  • Minimum of 7 years of accounting experience required, in a governmental or non-profit setting preferred. 
  • Must have knowledge of 2 CFR 200, CPA or progress toward CPA strongly preferred. Minimum of 4-6 years’ experience of supervising multiple employees required.

Travel Requirements:  

This position will involve no travel.
